People in your Circle are people that you'e worked with, collaborated with, and people that can vouch for your work. Instead of meaningless 'connections', who a developer has worked with can say a lot about what they have done and a point of reference for what you want to do next.

eg. If you've worked with people at Google, Showwcase, Microsoft that's a signal point for your next opportunity!
